ON FRIDAY, THE 6TH OF FEBRUARY, THE PLENARY WEEK OF THE 4TH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION HAS FINISHED
The Chairman of the Verkhovna Rada of Ukraine has informed on the results of the work of the Verkhovna Rada of Ukraine during the plebary meetings on the 5th of February.
On Preliminary report of the Temporary Inquiry Panel on the Investigation of the gas-transfering system of Ukraine has informed the Chairperson of the Commission Inna Bohoslivska. She declared that would insist on the publishing of the results of the Panel´ Report in the Parliamentary newspaper "Holos Ukrainy".
She reminded that on the 2nd of October 2008 the Memorandum between the Prime Ministers of Ukraine and Russia was signed. For the implementation of the memorandum the preliminary treaty between "Gasprom" and "Naftogas" was signed stipulating that the contract on the gas supply in Ukraine and also transit contracts would be signed until the 1st of February 2009 and all the debts shold be acquitted. The following was not accomplished.
"It is proved by the facts that the coordinated work on the breakdown of the contract and provocation of the gas conflict was held by the Ukrainian part. We will insist on the criminal cases in the General Procurator's Office", - the chairperson of the Commission declared.
I. Bohoslovska stipulated the Commission came to the conclusion that: Ukraine has not dispossessed Russian gas.
"Gas treaty was signed on the basis of the document that was signed with the facts of abuse of power by the Prime Minister of Ukraine. She has no authority to sign the gas treaties monocratical", - I. Bohoslovska insisted.
According to the Chairperson of the Inquiry Panel, the gas treaties, signed by "Naftogas" are going to facilitate the gas scandals during the year.
The Chairmen of the Panel has also emphasized the principles of the treaty. "There are Government announcements that the transit rate for the year 2010 has not been established and it would be discussed during the negotiations. It is Lies. The price for transit is established by the principle of the Law. The transit price will be 2,4 dollars for the cubic metre. That means that in year 2010 Ukraine will have approximately the market prices for transit", - I. Bohoslovska declared.
At the end of the speech, I. Bohoslovska declared that "the Panel will continue its work until the first handcuffs are put on guilty hands!"
The Vice-Chairman of the temporary Inquiry panel, Oleksandr Gydyma expressed peculiar point of view. He announced that the Chairperson of the Panel instead of the report delivered her personal opinion. According to him, the Panel has not upheld the delivered version of the report.
O. Gudyma accused Security Service of Ukraine in lobbying interests of the "RosUkrEnergo" company. He showed the letter written by acting Chairman of the Security Service of Ukraine, V. Nalyvaichenko in which he appeals to the Chairman of NJSC "Naftogaz Ukraina", Oleg Dubyna in order to secure attendance of the corresponding people responding for the documents of customs clearance of Ukrainian gas, supplied by "Gazprom" to "Naftogaz".
The speakers suggested that the content of the Temporary Inquiry Panel should be strengthened by the reasonable facts.
The accusations in dilettantism and polarization on the part of the members of the Temporary Inquiry Panel were announced
Volodymyr Lytvyn, summing up stressed that further work of the Temporary Inquiry Panels should organized so that they must deliver completed reports and the Parliament adopt the decision concerning their work as the preliminary report is not presupposed by the Parliament regulations.
As a result of discussion the Verkhovna Rada of Ukraine failed to uphold the Resolution Bill on the Preliminary Report of the Temporary Inquiry Panel. "for" 192 votes)
The people´s Deputies have scrutinized the Bill on the report of the Temporary Inquiry Panel of the Verkhovna Rada of Ukraine on the investigation of the 17-years-old teenager´s death in Kramatorsk cty of Donetsk region and mass complications after anti measles and anti scarlet fever injection among the population of Donetsk region.
Viktor Korzh, the Chairman of the Panel declared that the death of Anton Gryshchenko and mass complications after anti measles and anti scarlet fever injection among the population of Donetsk region are the consequences of the extra immunization that is proclaimed as unnecessary and scientifically not proofed and is not legitimate at all.
According to the Chairman of the Panel the current Minister on public health has not any moral right to continue working on his post as if the vaccination had been completed, the 20 children would have been lost, according to the statistics.
The Verkhovna Rada of Ukraine failed to uphold the Resolution Bill on the Report the Temporary Inquiry Panel of the Verkhovna Rada of Ukraine on the investigation of the 17-years-old teenager´s death in Kramatorsk cty of Donetsk region and mass complications after anti measles and anti scarlet fever injection among the population of Donetsk region.("for" 191 votes). the People´s Deputies failed to uphold the Proposition to publish the conclusion made by the Temporary Inquiry Panel in the "Golos Ukrainy" newspaper ("for" 191 votes).
The Resolution Bill on the ratification of the Treaty between the Government of Ukraine and Government of Saudi Arabia Kingdom on assistance and mutual investments protection was not included into agenda. ("for 222 votes")
At the end of the morning meeting the Parliamentarians delivered appellations reports and announcements.
